On September 22, the Beijing Green Development Forum commenced at the city’s sub-center. The research team’s latest findings, titled “Beijing Green Economy Development Blue Book 2025”, were officially released during the opening ceremony.

The Beijing Green Economy Development Blue Book (2025) systematically elaborates on the essence of the green economy, development experiences from major international cities, and Beijing’s practical approach to building a benchmark green economy city. The Blue Book establishes a “five-dimensional integrated” evaluation system for urban green economic development, encompassing green industry growth, green financial support, green innovation-driven development, green lifestyle sharing, and green pressure mitigation. Its indicators are scientifically designed with clear hierarchical levels, combining international comparability with distinctive Beijing characteristics. Grounded in the realities of a megacity while maintaining an international perspective, the Blue Book compares the green development strategies of ten global cities including New York, London, and Tokyo, offering valuable insights for Beijing’s pursuit of becoming an international green economic benchmark city. Simultaneously, it highlights Beijing’s green transition pathways within the context of “reduced-scale development,” focusing on green industrial upgrading, green financial service innovation, efficient green technology transformation, accelerated guidance for green consumption, and regional coordination in green governance. The Blue Book proposes systematic and actionable policy recommendations.

The inaugural Beijing Green Development Forum, themed “A New Journey for Green Beijing, A New Benchmark for the Green Economy,” announced major progress in Beijing’s development as a green economy benchmark city. The National Green Technology Exchange Center was officially inaugurated to support Beijing’s advancement as an international green economy benchmark city and the construction of the National Green Development Demonstration Zone in the city’s sub-center.
